The partnership between Kaiser Permanente and members of the California Language Teachers' Association began with Kaiser's appearance at an economic summit sponsored by the California Association for Bilingual Education.  After that, members of CLTA were asked to provide professional development for Kaiser through their intra-agency cable and video network.   A representative of Kaiser later spoke at a community event in Sacramento then the CLTA members presented at Kaiser's National Diversity Conference.
